Passport must be valid for at least 6 months after the expiry date of the Azerbaijani visa applied for. If there is less than 3 months for the expiry of a foreign citizen's passport, a visa will not be granted. Citizens of specific countries listed, who are required to obtain a visa with an ordinary passport or with a service passport, have to obtain a visa before travelling to Azerbaijan. Azerbaijan and Serbia have agreed to mutual visa waivers on February 1, 2022.
But according to the foreign ministries of both countries, it is still unclear whether Serbian citizens are entering Azerbaijan without a visa.

One of the requirements mentioned above is getting a short-term residency permit. Here are the documents you need to get in order to obtain a temporary residency permit.
Every foreign citizen coming to Azerbaijan has a temporary 15-day residence permit. Within 15 days, it should be registered at the place where it is, and the permit period should be changed to 90 days. Within 90 days, a 1-year student permit must be applied to the State Migration Service of Azerbaijan. According to the legislation of the Republic of Azerbaijan, foreign citizens who overstay their permit are fined from 300 azn. There is no state fee for the registration at the place of residence. But there is a fee of 40 azn for a 1-year student residence permit.
Note: To get a 1-year student residence permit, the validity period of the passport must be 1 year from the date of starting the study.
